A refrigerator creates value when used. A missile creates most of its value when unused but believed. That inversion turns strategic weapons into a market for credibility and options: citizens pay a present premium for an invisible benefit — the war that does not appear in the data.

That inversion is the whole subject. SIPRI put world military expenditure at $2.887 trillion in 2025 — 2.5% of global GDP, an eleventh consecutive annual rise, with Europe up 14% to $864 billion and NATO members alone at $1.581 trillion. Those numbers are usually narrated as arsenals and platforms. Economically they are closer to a global market for credibility: states converting present surplus into the ability to threaten, deter, or insure against an extraordinarily expensive future state.
Three Paradoxes of the Product That Succeeds Unused
First, the consumption paradox. Ordinary ROI asks what value production creates when goods are sold and used. Missile value is nearer to the probability that conflict is prevented, times the catastrophe cost avoided, plus bargaining power and insurance — minus production and maintenance. The uncomfortable feature is that the principal benefit is counterfactual. We observe factories and launches. We do not observe the wars their existence may have prevented. Deterrence’s central return is an invisible event.
Second, the signaling paradox. Why launch if you do not intend to strike? Because an undemonstrated capability is partly a claim. A successful test communicates that scientists, factories, guidance, propulsion, command, and logistics exist as a chain. The launch is not merely an explosion; it is a public demonstration of a production function. Markets understand this instinctively when interceptor magazines run dry — the binding constraint is not doctrine on paper but the industrial chain behind the magazine.
Third, the disarmament paradox. Absolute weapon counts matter less than relative capability. If everyone disarms, each actor has an incentive to ask what happens if they secretly retain or rapidly reconstruct while others comply. Televisions do not work this way; hidden ownership of ten thousand sets confers little strategic advantage. Hidden missiles do. Hence verification, inspection, intelligence, and enforcement are not diplomatic ornaments. They are the epistemic core of any disarmament bargain: how does everyone know that everyone else really disarmed?

The Cleanest Description: Citizens Buy an Option
Households are not primarily buying missiles. They are buying an option on future security. The state spends present taxes and talent to preserve the possibility that, under an extreme future state of the world, it will possess retaliatory or defensive capacity.
That resembles insurance — with a twist. Ordinary insurance pays when the insured event occurs. Strategic weapons often aim to make the insured event less likely to occur at all. Citizens feel the cost immediately; the benefit is probabilistic, collective, hard to measure, and potentially negative if deterrence fails. That asymmetry is why missile politics feels so strange, and why rare-earth and magnet chokes matter as much as summit communiqués: the option has a supply chain.
There is a fat-tail arithmetic underneath. Even a small probability p of catastrophe with cost C can justify enormous expenditure when p × C is large. That is the classic economic case for deterrence. The symmetrical counterargument is that the weapons themselves can raise p — more systems, more failure modes, more chances for misinterpretation. Fear produces weapons; weapons produce opponent fear; the loop expands both insurance and accident surface. The mechanism built to reduce catastrophe can increase the number of ways catastrophe can occur.
Investors already price pieces of this as industrial cash flow — defense margins and platform demand move with rearmament waves — but the social product being purchased remains credibility, not quarterly units consumed.
The Deeper Question Belongs at the End
It is too strong to say missiles are “caused by genes.” It is defensible to note that humans evolved for cooperation within groups and competition between groups, and that the modern state is a spectacular amplification of that structure: individual to institution to military capability. On that reading, weapons are not the fundamental phenomenon. They are technological expressions of a competitive substrate that can migrate — into cyber, autonomy, economic coercion, biology, space infrastructure, or control of another society’s dependencies. Destroy the object and the strategic game can reinvent the object.
So the strongest formulation is not mystical. Missile economics is the economics of turning fear into industrial capacity. The factory produces credibility. The launch demonstrates that science, capital, organization, and political will still cohere. Complete disarmament is therefore harder than eliminating hardware. It requires eliminating the strategic value of being the only actor who secretly retains what others lack.
We tend to imagine disarmament as the removal of weapons. Economically it is harder than that. The ultimate disarmament technology may not be a better treaty text, but an institution capable of making hidden advantage worthless. If such an institution is possible, missile abolition becomes engineering. If not, missiles are merely one expression of a game that will keep finding new instruments.
